Price the status quo: the cost of doing nothing — emergency-failure exposure, energy waste, rising maintenance — is the recommendation's honest competitor.
Claims with rigor: energy savings estimated conservatively with the M&V method named (SPEC-EM, pre-sold). Open-protocol commitments in writing answer lock-in fears (506's insurance).
Sell operational confidence: rollback plans, MOPs, interim ops in the proposal language — owners buy risk reduction, which is also why references matter.
Phasing: annual budget-sized bites, each phase leaving the building better and stable. The technical appendix carries the survey evidence — credibility lives in documents.

From a supplied legacy-site evidence pack (aging trunk, dead vendor, 40% spare-parts risk, comfort complaints, energy profile): write the survey summary and option tiers with honest trade-offs.
Build the 3-year phasing plan with per-phase MOP outlines and interim-operation notes.
Write the proposal executive page (owner language) + defend it against instructor challenges (‘why not just a new head end?’ ‘why should I trust the savings?’).
